The flag is a banner to hang on the wall much like a tapestry or on the front of a building. It has a row of lead shot on one end for down weight and a pole pocket on the other end for hanging. Because of its size it could also have been used on the front of a large lectern. It is signed by the following soldiers:

All of the men who signed the banner were from Company C, 134th Infantry. Almost all of them are listed on the 2nd Platoon, Company C roster shown below (date unknown - thanks to Mr. James Graff for this roster).
